Symbolism
A pearl buried inside a tightly-shut shell is practically worthless. Government information is a pearl, meant to be shared with the public in order to maximize its inherent value.
The Transparency Seal, depicted by a pearl shining out of an open shell, is a symbol of a policy shift towards openness in access to government information. On the one hand, it hopes to inspire Filipinos in the civil service to be more open to citizen engagement; on the other, to invite the Filipino citizenry to exercise their right to participate in governance.
This initiative is envisioned as a step in the right direction towards solidifying the position of the Philippines as the Pearl of the Orient – a shining example for democratic virtue in the region.

About National Council for Children’s Television
Created pursuant to the Republic Act No. 8370 called the Children’s Television Act of 1997, the National Council for Children’s Television (NCCT) is a government agency primarily mandated to promote and encourage the production and broadcast of children’s television programs.
Vision
NCCT strives to ensure that quality television programs are offered to Filipino children for their empowerment and holistic development.
Mission
- Promote quality television programs that develop the moral values and strong sense of national identity of the Filipino child.
- Formulate plans, set standards for children’s television, and ensure their implementation.
- Conduct researches on issues related to television and Filipino children.
- Monitor and evaluate child-friendly television programs.
- Advocate media literacy among various stakeholders.
- Support the production of quality television shows for children.
- Strengthen linkages with the broadcast industry.
