The National Council for Children’s Television (NCCT), created by the Republic Act No. 8370 of the Children’s Television Act of 1997, is mandated to encourage and promote the production and broadcast of developmentally-appropriate television programs for children. To achieve this goal, the NCCT manages the National Endowment Fund for Children’s Television and is enshrined in R.A. No. 8370, to wit:
Section 12. The National Endowment Fund for Children’s Television. – The creation of a National Endowment Fund for Children’s Television, hereinafter referred to as the Fund, is created for the promotion of high standards of indigenous program development in children’s television and media specifically intended for Filipino children. An amount of Thirty million pesos (P30,000,000) sourced from the income of the lotto operations of the Philippine Charity Sweepstakes Office (PCSO) and another Thirty million pesos (P30,000,000) from the gross income of the Philippine Gaming Corporation (PAGCOR) shall form part of the Fund.
The National Endowment Fund for Children’s Television (“Fund”) provides deserving organizations with the financial support to develop and produce high quality television programs that promote the Filipino child’s awareness and appreciation for their cultural identity, national heritage, social issues, and contribute to their holistic development.
NCCT is looking for organizations who have the expertise in the video production to be eligible in applying for the grant. They must have a proven track record and expertise in the production and broadcast of high-quality children’s television or child-friendly television programs, legally-existing and possessing firm commitment for the advancement of children’s causes, and priority shall be given to independent producers and organizations or institutions including youth organizations who do not have access to the resources of a national network.
Application to the Fund shall have four stages:
- Evaluation of the qualification, track record, and financial capability of the proponent;
- Preliminary review and shortlisting of concept papers and project proposals;
- Panel presentation, deliberation, and final selection; and
- Award of Grant.
The entire process will take five (5) months to complete from the Evaluation of the qualification, track record, and financial capability of the proponent to the Awarding of Grant.

The deadline of submission of the forms is on 28th of February, 2021.
There is no entry fee for submission. Only complete technical and financial requirements, concept papers and letter of intent will be considered and eligible for the preliminary screening. Concept Papers can be completed in English or Filipino.
Only accredited and shortlisted proponents will be contacted and request to submit their NEFCTV Project Proposals. Unsolicited project proposals will not be entertained.
